A cursory Google search for "USB NFC reader writer" gives several applicable products from various places, typically in the -30 range. Just note that on the tags side of products, you want NTAG215 NFC chips/stickers/cards for the proper Amiibo format. You need a NFC reader. I'm using a ACR122U, but it should work with any other model. The interface is pretty simple, you click "Read" to read the NTAG215 memory map and click "Write" to write the selected BIN file. Reading data from NTAG® 213, NTAG® 215 and NTAG® 216 tags using PC/SC reader. You would need to directly send T=CL raw commands to the tag.
